Ministry Background
MINISTRY BACKGROUND The Ministry of Magic has jurisdiction over both the United Kingdom (England, Scotland, Wales and Northern Ireland) and Ireland. The entire building is located underground, in central London. There are ten levels (only levels 1-9 are accessible by lift) with Level 1 being closest to the ground and Level 10 furthest below. The building is open and staffed 24-7, although the majority of employees work from 8:30am to 5:30pm. The only way into the Ministry of Magic is through the atrium, on Level 8. No one is allowed past the watch wizard without a badge - either a visitor's badge or an employee badge. There are four ways to enter the atrium: Visitor's entrance: Visitors to the Ministry are only allowed in through a red telephone box in Muggle London. Visitors dial M-A-G-I-C on the phone, state their business, receive their badge and the telephone box drops them into the Ministry Atrium. They then proceed to the watch wizard's desk to register their wand. Floo Access: Ministry employees can take the floo directly into the Ministry and emerge in one of the fireplaces lining the atrium. Any floo can be used, whether it's at their home or a public floo, provided that the employee has their identification badge to show once they enter the building. Without ID, employees have to use the visitor's entrance to obtain a visitor's badge. Apparition: There is an apparition point in the atrium that employees can use if they choose not to take the floo. Like with the floos, employees have to have their identification badge to show once they arrive. Portkeys: Authorized portkeys that grant access to the Ministry atrium are allowed only for senior Ministry employees and will only be given in the rarest of circumstances. It is possible to create an unauthorized portkey (for people who are capable of the spell) that will take you into any part of the Ministry but you'll probably be caught and arrested pretty quickly if you try. |
LEVEL 1: MINISTER OF MAGIC Acting Minister: Bartemius Crouch Sr. The Minister of Magic is elected by the members of the Wizengamot, who have a strong tendency to look towards the senior employees of the Department of Magical Law Enforcement for candidates. The current Minister has been in his position since 1968 and was previously Head of the Department of Magical Law Enforcement. Level 1 also contains the offices of the Senior and Junior Undersecretaries to the Minister, the Office of Finance, other assorted administrative staff and the Wizarding Examinations Authority. LEVEL 3: DEPARTMENT OF MAGICAL ACCIDENTS AND CATASTROPHES Accidental Magic Reversal Squad: This team is responsible for undoing 'magical mistakes' on both wizards and Muggles. Invisibility Task Force: The Invisibility Task Force is responsible for casting the spells that hide magical places and creatures, such as Hogwarts, from Muggle eyes. Obliviator Headquarters: The obliviators are highly trained to precisely modify the memory of any Muggle who witnesses an act of magic so that the Statute of Secrecy is not violated. They work in tandem with the Accidental Magic Reversal Squad to ensure any incidents with Muggle witnesses are promptly dealt with. Muggle-Worthy Excuse Committee: This committee is responsible for coming up with the excuses that are given to Muggles in the event of a magical accident (or attack) that cannot be easily explained away or otherwise dealt with. LEVEL 4: REGULATION AND CONTROL OF MAGICAL CREATURES The Beast Division The Beast Division includes the Centaur Liaison Office, the Committee for the Disposal of Dangerous Creatures, the Dragon Research and Restraint Bureau, the Ghoul Task Force, the Werewolf Capture Unit and the Werewolf Registry. They also maintain and update the classification system, make recommendations for laws to control beasts, regulate and monitor the breeding of new creatures and respond to reports of attacks. The Being Division The Being Division includes the Goblin Liaison Office, the Office for House-Elf Relocation and Werewolf Support Services. (WSS is under the Being Division because it deals with werewolves while they're in their human form, even though werewolves are classified as beasts.) The Spirit Division The Spirit Division handles all affairs concerning ghosts and poltergeists including their monitoring and relocation and removal when necessary. Pest Advisory Board: This board creates guidelines for the management of magical pest infestations, both in terms of official Ministry policies and advice to households for dealing with the creatures. Office of Misinformation: The Office of Misinformation is responsible for handling situations involving creatures that cannot be easily explained away by Muggle authorities. (Situations involving wizards are handled by the Muggle-Worthy Excuse Committee.) They work directly with the Muggle Prime Minister to provide explanations that will maintain the Statute of Secrecy and keep the Muggles ignorant of magical creatures. Employees:

LEVEL 5: DEPARTMENT OF INTERNATIONAL MAGICAL COOPERATION International Confederation of Wizards, British and Irish Seats: The Ministry has seven seats on the International Confederation of Wizards, which is the wizarding version of the United Nations and is responsible for instituting international laws such as the International Statute of Wizarding Secrecy. The body is headed by the Supreme Mugwump, a position that rotates between the member countries. International Magical Office of Law: The International Magical Office of Law is responsible for ensuring compliance with international statutes within Britain and Ireland. Although enforcement is handled by the Department of Magical Law Enforcement, the International Magical Office of Law provides advice and council to both DMLE and the Wizengamot. They are also tasked with negotiating all international criminal matters and extraditions with other countries. International Magical Trading Standards Body: This office is responsible for negotiating, maintaining and enforcing international trade agreements. Employees:

LEVEL 6: DEPARTMENT OF MAGICAL TRANSPORTATION Apparition Test Centre: This office is responsible for providing apparition lessons, administering the apparition exam and granting licenses to those who pass. Broom Regulatory Control: Broom Regulatory Control sets and enforces rules for broom manufacturers to ensure they meet basic standards of safety and functionality. Floo Network Authority: The Floo Network Authority consists of specially trained employees who control which fireplaces are connected to the floo network. This office is able to connect any Muggle or wizarding fireplace to the floo network. Portkey Office: This office is responsible for the creation and control of portkeys. LEVEL 7: DEPARTMENT OF MAGICAL GAMES AND SPORTS The Department of Magical Games and Sports is responsible for maintaining the secrecy of magical sports played within the country. They also organize events such as the Quidditch World Cup. British and Irish Quidditch League Headquarters: This office is responsible for overseeing the thirteen teams of the British and Irish Quidditch League and organizing the League Cup. Official Gobstones Club: This is the office for the British and Irish National Gobstones Club, which is a part of the International Gobstones League. Members of the British and Irish club are selected through an annual tournament. Ludicrous Patents Office: This office is responsible for reviewing patents for products to be sold at joke shops and other similar creations as well as investigating any complaints of patent violations. LEVEL 8: ATRIUM/MAGICAL MAINTENANCE The bulk of Level 8 is devoted to the atrium which serves as the Ministry's lobby. The hall is lined with fireplaces that serve as floo access and includes a security desk that is staffed by a watch wizard around the clock where all visitors must register their wand. Level 8 also contains the Magical Maintenance Department where the custodians of the Ministry work. Employees:

LEVEL 9: DEPARTMENT OF MYSTERIES The Department of Mysteries is where the Ministry conducts most of its research, which is highly confidential. LEVEL 10: WIZENGAMOT The bottom level of the Ministry is accessed only via stairs from the Department of Mysteries. Heading down to Level 10 is much like descending into a dungeon, with narrow, poorly lit stairs and a dark, stone corridor that leads to the courtrooms. The courtrooms themselves vary from small hearing rooms to larger rooms that accommodate both the full Wizengamot and an audience. There are fifty members of the Wizengamot with members appointed (and removed, if necessary) by the Minister of Magic. Although some members are experienced politicians and judicial officials, appointments can also be granted as political favours. Serving on the Wizengamot is not a full time job, although it can be time consuming. Most members have other positions within the Ministry or are retired or among the idle rich. The Minister of Magic, Senior Undersecretary to the Minister and Head of the Department of Magical Law Enforcement are permanent members of the Wizengamot. In addition to presiding over trials, the Wizengamot is also the legislative body of the Ministry and is responsible for the approval of new laws. There are also twenty small holding cells on Level 10, ten on each side of a narrow hall that can only be accessed by authorized Ministry personnel (select representatives from DMLE, the Wizengamot and the International Magical Law Office.) Dementors patrol the hall between the cells and at the end of the hall there is a "holding pen" where the Dementors can be confined when necessary.
